Scooters with both are meaningfully better behaved the moment the pavement's wet, whether that's actual rain or just the residue from an earlier shower.
This isn't a glamorous spec, nobody buys a scooter for the fenders, but it's one of the more practical, low-drama upgrades you can look for if you ride regularly rather than only on dry days. Pair it with a solid IP rating for the fullest wet-weather protection, the two genuinely complement each other rather than one covering for the other's gaps.
